But if the traveler is cancelled by the hospital for just one shift, should the nurse have to pay the agency? Not a sick call or cancelled contract. We don't get paid if we don't work; we shouldn't have to pay them.

Usually it just boils down to "misconduct"- the word used by the state unemployment agency. That means getting unemply benefits very difficult. And for those uppity nurses out there, you may be the next nurse accused of misconduct.
