You are not alone. There are numerous RNs experiencing unemployment and the anxiety of waiting. More and more posters here have the same concerns as you have.

If you are not married you can get a K1 Visa, and be in USA within about 6 months.
May not be what you want to hear, But I am throwing out suggestions.

I think she did not mention having a US Citizen fiancee at all.
Specifically looking for one for that sole purpose is considered fraud if caught

Be aware that even if you get approval from CA to sit for the exam, you are looking at five years before you will get a chance at a green card. Suggest that you look at another country to gain experience in.
Sorry but suggestions like this are not even legal, to even tell someone to consider it is just not the thing to do here.
It is called immigration fraud, and also the reason that one that comes over on the K-1 visa, only gets a temporary green card and it needs to be renewed in two years. For reasons just like what you have mentioned.
And the US is investigating any couples that are under this visa. They will be looking for proof that this relationship has been in existance for sometime and with things to back it up. Not as easy as you may think that it is.
I suggested K1, and I don't know if the person is male or female.
I uphold and support the laws of each Country, especially USA.
I also don't play when it comes to Immigration in USA, I take it very serious, and have had a few family members(as well as other American families) sacrifice their life to uphold and protect the borders on the USA.

dont be depressed, you are not the only person that situation. there are alot of nurses who are waiting for more than a year and now they are still waiting. i know this may sound corny, but there's always a time for everything. patience is a virtue... cheer up, dont feel bad my dear fellow...
K-1 visa is for either a male or a female, it is a fiance, or fiancee visa.

failing the local board exam doesn't mean the end of the world for you. there are other people in the philippines who have worse problem, i.e., worrying about where to get their next meal...you are not the only one who is unemployed, not having a local rn license.....think about it, how many new grads do you know who found a job right after passing nle? so, don't too depressed about it. find a non nursing job that will keep you preoccupied, if you have to work and earn small pay, so be it, or get a job in call centers, if you want to earn money, or try your best to get a job. try harder, thats the problem with new grads nowadays, just because they got their bsn diploma, they felt like they are entitled to get a job in the us, or in any part of the world right away....nope, it doesnt work that way, you will need to start from the very bottom of the ladder, just like anybody else. just be strong. just try to study for your nle again, it's not a bad idea to try and try. the only shame you will have is not to work harder to get your goal.
