uscis will suspend premium processing for form i-140 in anticipation of a surge in filing of the said form come july 2, 2007. it would be for at least 30 days, then they will determine if they can resume it or not.

And they are stating what I have mentioned all along. There is going to be a tremendous surge in petitions being submitted at this time. There are truly many companies that are trying to get their H1-B employees pushed thru, especially with the fees going up at the end of July.
July 2nd, there will be lines up at all immigration offices that accept petitions. That is why I do not expect them to be available for any length of time.
Remember what is in the July Bulletin is only valid for July, or until the visas are exhausted. And these are just recapped visas that are being used. Nothing more. And family members are still included, so it will not be 140,000 visas to those that had the petitions submitted on their behalf. Their dependents are included as well.

Why don't they create another visa category for dependents.

That could delay dependants from joining in the US at the same time as you. Even if they did there will still be limits and where do you draw the line?
