The reason why CRNM does not accept payment for fees in US dollars is the huge administration fees the banks charge them to process them. And as silverdragon102 has said, the exchange rate varies quite a lot from day to day. Let's say you bought $300 Cdn today in US dollars. The money order or certified cheque would have a face value of about $277 US, based on the current exchange rate of $1.0835. The cheque arrives in Winnipeg two weeks from now and the exchange rate on that day is for example $1.0783 (which it was on September 10). Now that $277 US is worth $298 Cdn, and the bank will take another 3.75% in administrative costs, so it's actually only going to give them $287. That's no way to do business.
