I had a mother call in saying that her infant had not urinated in 12 hours and vomited twice, but I was not sure what to advise her. Any suggestions? Bring to the ER?

Do you not have a supervisor that you can ask these questions to? Or a colleage or a physician?
It's very disconcerting to me that you are working in a call center, expected to give medical advice to patients and families, and you don't recognize that this infant is possibly severely dehyrdrated.
Please re-evaluate whether or not it's appropriate for you to be performing your current job. You should not be seeking advice from strangers on the internet to decide what advice to give your patients.
Edit: I just reviewed your profile. I see that you have just joined today and have already asked three unrelated questions regarding nursing care. I have concluded that you are probably asking these questions in order to complete your homework.

As a nurse or nursing student it it imperative that you do not give advice over the phone. If the child has only vomited twice it is unlikely that that baby truely hasn't voided. I would ask several other questions to assertain the condition of the baby and of course they should see their family MD/pedi or go to the ER as ER nurse in the US we do not give advice over the phone.
