Requirements to taking the NCLEX as a Filipino Nursing Graduate
Re: question #1, even if you're american citizen the fact that you have your nursing education there that means you really have to be an RN there first before you can apply back to california or take nclex (i think) Because as foriegn graduate they require you to submit papers from your school and from the PRC and they would assess it first before they approve you to take nclex. Or you may call california board of nursing and ask for clarification regarding your concerns.

Failed in Hurst Review
Same here i failed with Hurst but am not blaming my failure on them, i already mentioned it before. Review is a two way process, it is not just about the review center itself but us reviewing as well. Hurst is a very good review especially to those who are weak on content like me. I took my review january and took my nclex march. Big gap. But i do not think it was the gap. It was my time management in my studies. I had problem with my study time each day. I should have been studying daily after my hurst review but i failed to. Family matter. I failed from Hurst but i admit i learned a lot from them knowing that i graduated from nursing more than a decade ago. I am still looking forward of retaking their review but maybe closer to my exam date. Goodluck to us! We can do it!

after 3 nclex rn tries, trying the pn for the first time
ncsbn learning extension is very affordable, i guess it's only $50 for the 3 week course and $100 for the 8 week in which am into now since last week. Goodluck to us!

Studying NcLex
If i do not have much time i study at home only, if my husband is off from work that means he can babysit our daughter and i go to coffee shop to study for like 3-6 hours. We need to enjoy sometime like once a week to unwine. We can be antisocial from facebook, twitter and other social networking because they are distractions. My highest scores in practice tests was only 60%, it never went up to 75%...i wished! Haha. But no worries, that is why we need to practice answering q&a's everyday and remember each rationale both from our wrong and right answers because sometimes we just got it right from guessing.

Failed NCLEX :c
U graduated 2010 that is still fresh, i graduated from philippines more than a decade ago. There are free or inexpensive nclex apps for ipad so u can still study while on the go (kaplan, lippincott, davis, etc). NCSBN review is also very affordable.

Content review vs. questions to study for the NCLEX
I believed it depends on where you are weaker, in strategy or content. For me, am not good at content but am also learning content while i practice answering more questions. I also agree with ipad or iphone apps there are bunch of nclex prep there. I purchased the kaplan app and some others. When you're on the go, it is more convenient to study on app.
