In tthe group that I am starting with there is about 34ish of us total. I think you are right about the departments deciding how many they will take but it also depends on how much funding there is for internships.

I think the only way to go without experience is for an internship. Pretty competitive in city areas...I am in Dallas and that is how is it here. I don't think there are any internships at this point, but def start looking around March and on.
