Sometimes, yes, but probably not so much for the new grad. However you can link to it from your resume, so someone looking at your resume may then view your profile.
Yes, anyone can & may look at your profile.

Your LinkedIn profile is public, unless you pay money to make it private. So anyone can view it as often as they want to and, yes, it's "ok." I'm not sure why it wouldn't be. Isn't that the point of LinkedIn?

For a new grad, not really going to do much for you.
Headhunters troll Linked In constantly; once you have the kind of experience that is in demand you could/should expect to be contacted by one of them. Recruiters definitely look through profiles....but if you don't have what they want, it won't matter.
Regarding your previous employer....why do you care what they look at? Unless you misrepresent info on your profile that affects them...?
how about if one's ex boss keeps track of you through linkedin. Opportunities arise and we change jobs but is this not unnecessary spying.

Someone once told me they removed their profile from linkedin because of the amount of annoying, not useful contacts their profile was encouraging. They told me that not one contact was what they would have welcomed from the effort. Having been bothered by people from the past, I would never even consider using linkedin.
