We have several staff out in FMLA and the hospital is not providing any temp/travel/prn coverage. We are working at half staff. Is the hospital required to provide coverage? No I do not work in a state with minimum staffing requirements.

Administration can do what they want. You can continue to work half-staffed, or get outta dodge.

As BTDT stated, the hospital can do what they want, particularly if you're not union or have any state-mandated staffing requirements.
Have you talked to your manager about why s/he isn't getting a traveler to cover all these LOAs?

Or at least how long this will last. If the staff don't have comp/PTO/whatever it is you call your leave, they aren't getting paid. So in theory there still should be budget money to cover a travelling nurse or pay OT....
