There is an ICU here in town that is part of an open heart unit. Would that qualify as a CVICU?

Yes, you are right on the term meaning. This is the unit where post open heart surgery patients go to. Some hospitals do combine their units, meaning medical as well as surgical "heart" patients are together on one unit.
