yes, but if you fail to submit the requirements in one year after applying for VS, you need to pay extra fee to cgfns to have the application remain active for another year. If you feel confident that you will pass nclex on february, then maybe you can consider applying now for VS.

payment of the fee for initial application can be done in 60 days after applying.

as said with previous posts best to start application once you have passed NCLEX. They will not touch file without payment and you will also need to arrange with your state BON to let CGFNS know that you have passed and usually involves a small fee

Thanks kiko, mayflower2000 and silverdragon102. Maybe I really have to pass the NCLEX first before starting the process. I truly wish my second try will be a resounding success.
