when applying for a job and it states supervisory experience, do you consider supervising cna's, pca's, lpn's, etc in the normal course of your day/delegation as part of that?

Yeah... no.
I interpret it as a position title and delegating duties to subordinates are part of an RN's responsibilities.

even with having to observe their performance and correct as neccessary (fill out evaluation of performance)?

Supervising CNAs and LPNs and other ancillary staff is in the normal scope of practice of every RN.
If they want supervisory experience, the assumption is above and beyond the normal scope of practice as an RN, such as supervising other RNs, as in a charge nurse role.
