Have you looked into obtaining a Sallie Mae loan?
If you are eligible for financial aid, your school should be able to set you up with about $10,500 in Stafford loans per year (subsidized and unsubsidized). Even if this is your second degree.
On top of that, you can borrow up to your estimated cost of attendance (tuition + books + living expenses, which is determined by your school) with a private loan. I got mine from TERI, they have health professions loans. Rate was compararble to the stafford.
Also, once I was IN nursing school I was awarded some scholarships. It was impossible to get scholarships before I began nursing school because the deadlines were passed by the time I was admitted.
Depending on where you live, hospitals may have loan forgiveness programs, where they'll pay off several thousand dollars of your loans in exchange for a work committment.
HRSA has a loan forgiveness program once you are an RN, see Nursing Education Loan Repayment Program. I don't think you're eligible if you have loan forgiveness from your hospital too....

Ask your institution, if they are accredited AND you are eligible, then yes, you can get federal loans.
Although, I did my pre-req's at a community college for a fraction of the price I paid for my nursing courses.
The community college instructors were great, I learned a lot. You can save a LOT of money doing this if the BSN or RN program you want to attend accepts community college credits.

Tell me about it. I am taking my pre-reqs at a technical college, and paying $99/credit. If I take the RN program there, it will be the same cost. 2 years of core classes, including books is around $6,000. Right now I am taking one class per semester. Maybe next year I can get financial aid and finish my pre-reqs quicker. Thanks.
