Does anybody know about the quota system for foreign RNs and when does it open??????
I just got my RN license and whenever I apply for the hospital they say there is a retrogation and they can only hire me after the quota opens ...I don't know what' goin on????

What is your current legal status there? Tourist visa or coming off from a Student Visa?
Retrogression happens if there are more demand for visa than the supply is and since you are in the US, your mode of petitioning is what is called Adjustment of Status (AOS) and it is only allowed if there are more Visa numbers (labeled as "Current" under the EB3 visa Category) than the demand is. It is also dependent on w/c country are you coming from. You may refer to the visa bulletin for the reference on what I'm saying.
It would be hard to explain everything in one sitting, so would advice you to read the stickies above, esp. the "Primer" and the "Must Read" stickies.

There is no telling what the future will bring regarding retrogression maybe in 12 months things will be different but then again it may not.
That is false. If you check the link I posted, you can check the March VB and see for yourself that all countries under EB3 (w/c nurses fall under) are retrogressed and the March VB has been available since Feb 12. The April VB is due out next week. Word is it will come out again in the 12th or the the 13th. To be able to file for AOS, the EB3 visa category for your specific country of birth would have to be "C" or "current" on the VB.

No one really knows what is going to happen especially after the elections all we can do is hope things move forward. There is no telling when AOS will become current for the ones already in the US but could be a while depending on how the applications are dealt with that filed in July 07 of which there was many

And dates moving forward will not be enough for you and others on similar situation. No matter how fast and how far it moves forward. It will have to be Current or "C" on the visa category.

Right now, there's nothing much you can do but be in OPT and wait it out until EB3 ROW becomes current or a special legislation specific for nurses comes along. Will you soon be taking the NCLEX-RN? Visa Screen certificate ? When things become current, no one can tell how long it will stay that way, so you have to be ready to file ASAP when that window comes. If that window comes and you cannot file because you haven't passed NCLEX-RN or have a Visa screen certificate, it will come and go w/o you being able to file anything.
You are under EB3 Rest of the World, so a bit of a silver lining for you since it not so high in demand compared to other countries.

lawrence01, can you tell me if the same thing applies to nursing students from Bosnia? I was unable to locate the specific countries in that bulletin. I will be graduating this May/June from the BSN program. I would appreciate any help.
Yes, every country not belonging to Philippines, India, China and Mexico are lumped together as one. In the actual Visa Bulletin, it is technically called other chargeability areas. Others just shortened it to either ROW (Rest of the World) or sometimes worldwide.
You will be having the same predicament as the other poster from Nepal.
Actually, all others will since all countries are all retrogressed. No single country under EB3 is current now. If you are graduating in May or June, being on OPT will be the safest route as not being on one will mean that you need to leave US within 60 days after your date of graduation and no one knows when something becomes current for sure. Plus, you also need to have at least passed the NCLEX-RN to file for anything like I mentioned. No use for waiting for an open window if you are not yet qualified to file for it. Better look for OPT now, I've heard that it's tough to get one right now in some parts of the US.
