I was wondering if it is legal for an RN to read the TB test of a friend, although they did not administer the TB test.

Probably not a good idea. Usually they are read in order to be logged in an official record of some kind. I've read many I didn't give, but only in an "official capacity" as an RN working for a healthcare facility.

My nurse administered the TB test and didn't show up the following Monday due to a death in the family. Another nurses recorded it as negative but didn't give me the shot since my nurse forgot to record she even did it!
