I would like to apply to the permanent residence through Quebec. If I am approved, do I legally have to live in Quebec? if so, for how long before I can move (to live and work) in Ontario?

Minimum How much time we have to stay there in Quebec ,

You questions are best answered by inquiring with immigration authorities in the province of Quebec. http://www.immigration-quebec.gouv.qc.ca/en/index.html http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/index.html Only provincial immigration authorities would be able to give you bona fide answers based up on practice and legalities. Anyone else would be speaking on personal experience or hearsay. If you do not wish to live in Quebec why do you want to immigrate via Quebec, especially since proficiency in the French language is a requirement?

As a Canadian nurse who values truthfulness, I find your plan to use Quebec as a back door to enter Canada both dishonest and offensive. The plan is unfair to the nurses, patients and employers in Quebec. When Canadians see immigrants use Quebec as a point of entry and then move to another province, it fuels anti-immigrant sentiments.
