Thoughts on St. Joseph Medical Center? Does a new grad have chance for job there?
I think Tacoma General (multicare) has a new grad residency program, and so does Providence in Everett. Multicare also has that beautiful new hospital in Puyallup (formerly Good Samaritan). Best of luck!

How's the job hunt going?
You might want to consider starting out at a SNF. You can get quite a bit of experience with IVs, PICCs, G-tubes, trachs etc. Especially if you work on a medicare unit. I first worked in LTC, then switched to acute care.

Need help paying for NCLEX refresher course.
If you do need to study and take the NCLEX exam here, you may want to get a job as a nursing assistant (temporarily)at a place that also hires LPNs. That way you have some money coming in while you work toward updating your license. You should contact the WA DOH to find out exactly what steps to take to become licensed in WA.
