Moved to the International forum,
starting point would be deciding which state you wish to apply to and would say use the one you plan on working and living in. Links to state BON's can be found at the bottom of the page

If you want no hassle just go with some agency that will help you everything you need.. If you are interested I'll PM you their site. I also use their services in my eligibility. I'm currently in the Philippines
There is no need to use an agency, may as well save money especially when the current job situation in the US is not good especially in California.

If she already has a Green Card and a SSN she has no need for an agency. She can apply to the BON in her state for information on how to apply for a nursing license as that is the only thing she lacks.

Congrads on your upcoming marriage. I would apply to the state you are going to be living. Since you are in CA and if you are going to live their go to the CA Board of Nursing.

First pass the nclex then worry about getting a job. It may take months for your paper work to clear to sit for the NCLEX,th job market may change by then.
