I got married in October. I decided to change my name at that time. BUT all my documents have my old name. I have not made any name changes ANYWHERE but what is on the marriage certificate. I know we have to report name changes within 30 days but is that 30 days from when I got married or 30 days from when I change my name on my ID card and social security card? I don't want to get penalized for not changing my name on time. Anyone know anything about this?? Thanks in advance!

Just make your changes now. No need to speculate. Just do it ASAP.

Even before I read roser's post, I was saying the same thing - JUST DO IT NOW!!!
You wait and you'll only be MORE delinquent!
Uh, just to tell you, name changes are mandated by law for your driver's license in most states. And seeing that you're from Cali, I'd bet they are not a state to be trifled with!
JUST DO IT NOW!
Also remember to notify any schools you attended - just so there's no problems later.

I got married over a decade ago but here's what the process was for me at that time. Brought marriage certificate to DMV. They then changed my driver's license (ID). The clerk told me I had to change my ID before I could change my name on my social security card. I then went to the social security office and presented my new ID and marriage certificate and that was changed. I then sent the documents required by the board of nursing (cannot remember exactly which ones) and changed my name on my nursing license. my employer told me that my name wasn't officially changed until after my social security card was changed.

You need to get started on this ASAP. Your BON is not going to be a fan of you not changing your name yet.
