It's not that the schools won't accept WA state residents, it's that the schools haven't been approved by WA to operate in their state (by enrolling residents of the state). This is a new Federal requirement that applies to all states, part of the process of clamping down on the cheesy "diploma mill" on-line schools. States have to require and verify that distance education programs based in other states meet the same requirements and qualifications to which B&M schools in the state are held in order to offer education to their residents. Some states have been quicker about coming into compliance with the new rule than other states, but, eventually, all states will have to be doing this. I think it's a good idea.
Thank you for all the suggestions. I found the list of approved out-of-state nursing programs.
Just in case anyone is looking for online programs here is the list.

I'm ready to go back to school and was looking into online RN to BSN/MSN programs but most programs I tried to apply don't accept WA states applicants. I tried to search the reason on DOH site but no luck.
Does anybody know what's going on?
