May I ask the reason why you don't have the local license? Have you actually taken the Phil. NLE?
Ca BON has been stricter with this requirement, but there are still other states in the US that does not require a local license.

You are not applying for NCLEX but licensure to be a RN in the US. Title of thread changed to reflect this
Many countries require local license and also with retrogression expect employers to see you have gained experience whilst waiting if the US is still planned destination. Would suggest you consider taking the exam as I expect to see more and more states change to local license becoming a requirement
Also posting in all capitals is classed as shouting

You are still a citizen of the Philippines, therefore you are required to take and pass the NLE before CA will permit you to sit for the NCLEX exam. This has actually been a rule of theirs for sometime, it is just that they are not giving exemptions to it any longer if you can legally sit for the exam. And this has been a well known fact for quite a few months.
Please also be aware that we do not have any visas available for you to be able to work here, so there is going to be no way to adjust your status. We are also expecting that it will take more than five years from the time that any documents are submitted for you to even have a chance at a green card. Do not know if you will even be in the US at that time.
Best of luck to you.

We have a great NCLEX forum under the student tab with many hints, tips and ways to study that will help. Suzanne also has a program and you can find the stickies in that forum. I would save your money and review yourself. Suzanne's program is free but you will need the latest Saunders book
