Every legit online program I have looked at has required clinical hours. Granted I have really only looked at various state universities here in Ohio. Some of these programs have agreements with various hospitals where they place their students, other programs require you to seek out your own preceptor. No respected program has it where you read some stuff take a few tests online and in a years time you have a BSN.

My alma mater now has an on-line ADN program. Lecture is online, but exams, lan time, and clincals are on site.

UMass Amherst and Boston have similar on-line RN-BSN programs: lots of classroom time online, with clinicals done as independent study.

there are rn-bsn online programs in my state. the only difference here between the associates and bachelors is the amount of lecture and research you complete. both programs have the same amount of clinical hours, etc. so, after you earn your associates and your RN license, you can earn your bachelors completely online.

RN to BSN programs know you have had sufficient clinical time to satisfy your state's BON. In my state, 500 clinical hours are required by the BON, whatever the entry level (BSN, ADN, diploma). Any person with a RN license from this state has already satisfied this requirement.
