I got Initial Lisense Information letter from board

A letter saying congatz and said i am qualified to be lisensed as lvn. does it mean that i passed? I havent recieved official result bc the mail was lost.

A congratulatory letter from the Board of Nursing is ​official notification. Check the website for your license number.

The letter didn't say I pass or fail. This is what it said in the letter "Congratulations! You have met the requirements for licensure as a Vocational Nurse or Psychiatric Tech. Please be aware that you cannot work as a licensee until you have your license card in your possession." Does it mean i am licensed?

Yes. Why else would the BON be congratulating you? They surely don't care about accomplishments in your personal life and they don't issue letters like that for the thousands of students who graduate from nursing school. But it clearly states that you must wait until you actually receive your nursing license (proof) before you can practice as a nurse.
