Let me move this to the international nurses forum.

Every working nurse in Canada needs to eventually take the national exams. Usually within a year. Three attempts and it's over

I am pretty sure she would need to pass the exam before she could work.

She cannot work as a LPN in Manitoba unless she is registered with the CLPNM http://www.clpnm.ca/content/index.php?option=com_content&task=view&id=12&Itemid=68

She cannot work as a RN in Manitoba unless she is registered with the CRNM

In some provinces, IENs have been allowed to work as grad nurses until they write the CRNE. However, I do not know if Manitoba employers have done this or will do this. If so, then if your sister qualifies to write the CRNE and if there is a significant nursing shortage, the employer might alllow her to work as a grad nurse until she writes the CRNE.
