Welcome
Moved this to a thread on it's own in the International forum. Ca will not issue a license without a SSN and you will not get one until in the US with a valid work visa which due to retrogression will take a few years. Ca will destroy your file if not in the US within 3 years and this includes your NCLEX results. If you are planning on living in another state then I would suggest you apply to that BON in the first place, would also recommend that you do not apply for Ca for initial licensure anyway. If you do have a license and look to endorse then as a foreign trained nurse you may still have to meet the BON's requirements for foreign trained nurse and all information will be on their website.
Suggested reading on this forum would be retrogression, California and the sticky called Primer to working in the USA

Please follow Anna's advice since you would not have a license to endorse if going thru Ca.
It also makes no sense to go thru Ca if you are not going to work there.
Please also be aware that Ca requires that you take and pass the NLE before they will even grant approval to sit for the NCLEX exam.
