Is it possible to find out if there was a complaint filed on you by a previous employer? And if there was one filed how long would it take before the board contacted you? Thanks...

A coworker called the Board and they told him. All they can do is to tell you that they can't give out that information over the phone. Call and see what they say, but don't be surprised if it has not been long enough for any such complaint to be on file yet.
It has been around 8 1/2 months. Would they have sent me something by now letting me know?

It depends on what kind of complaint and how busy the BON is. I assume that complaints involving neglect, substandard care, or some kind of diversion would have been prioritized and you'd receive notice before 8 1/2 months passes.
Anyone can make a claim to the BON for ANY reason. Whether the claim has merit or not. If you're filling out an application and you've not received a BON letter then the answer is no, there's no action on your license.
