You do not apply to take the NCLEX, you apply for a license by examination. If you wish to be licensed in California you need to apply to the CA Board of Registered nurses for license by examination for an internationally educated applicant. There is a link to all of the US Boards of Nursing at the bottom of each page of this site.
Thread moved to Nurse Registration as international applicants have unique issues not relevant to US educated applicants. Peruse the Nurse Registration Forum as there have been multiple issues with IEN's applying for licensing in CA in recent years.

If you graduated with your BSN prior to 2003-2004, you might stand a chance to get pass the CA BON and get the ATT, if after those years, your application stands a higher chance of getting rejected due to the concurrency rules. There's several good reads and topics already covered in detail in this forum.
Assume that CA is out of the picture, what state do you plan to put down your roots for several years? Be careful as there are 13-14 states also enforcing the concurrency rules, again, read the other topics already mentioned in these forums for better understanding.
Be prepared to take and pay for English exams and having your college transcripts evaluated and forget about applying into one state then trying to endorse (transfer-move) from that state to another, as you'll only have to pay again for registration fees and possibly English exam fees. Stick to one state.
