You are applying for licensure not NCLEX, NCLEX is just part of the process.
You need to apply to the state you want to work in, no matter which state you take initial licensure you have to meet their requirements when endorsing. So if you a license in a state that does it's own assessments and new state needs CES then you have to get it done which will cause delay. With CGFNS exam you can get VSC but to work in the US employers prefer if you have passed NCLEX before they will offer you support in petition. Also CA will not issue a license until in the US with a valid work permit, therefore no license to endorse so if you want to work in another state there are slightly different things to do.
I would suggest a good read in the international forum

And I am going to throw in the fillowing:
Always select a state for licensure where you plan to work, or start with that. Never which is the fastest or easiest, as if you are not going to work there, it can actually take you much more time to endorse to where you truly wish to work.
CGFNS exam was never a licensing exam for the US, it was an exam that weeded out the ones that they did not think would pass the NCLEX exam, or even the individual state boards before then. Remember that up until a few years ago, the NCLEX exam could only be written in the US, and it was expensive to bring someone over to the US. The CGFNS exam is only still required in a handful of states. And as Anna mentioned above, hospitals want to see that the nurse has actually passed the NCLEX exam before they will even consider them.
