Need help... Time frame in receiving ATT for NCLEX in NY

I’m one of those who took and passed the PNLE 2006 board exam and unfortunately, there's still a TRO about the registration for those who passed so I still can’t get my license.
Hence, I decided to review for the NCLEX exam as not to waste my time waiting for my license. And here’s my dilemma…
I already applied and will be starting my 3-month-review in Kaplan this week and I still haven't submitted any credentials to NY because the TRO will be terminated at the end of October. I just want to ask, how long does CGFNS will process my CVS and added to that is the processing of NYBON for me to receive my ATT? (I decided to take the exams at NY since all my relatives were there.) One of the staffs in Kaplan told me that ideally, it would take me 3 months before I received my ATT but my friend said that the staff (in another branch of Kaplan) told her that it would take us 4-5 months. I’m really confused. I just want to take my NCLEX exam at least, right after I finished my review course in Kaplan so as to not forget what I’ve learned there.
My review will end on December and I was hoping I could take the test on January. Is that possible?
