Which US state doesn't require local board?

Just a quick question, which US state doesn't require a foreign educated nurse to have a local license (where we graduated)? Because a friend of mine wasn't able to sit for the local board exam because she's just a US citizen and not a citizen of that country where she graduated.

Or kindly point me towards the link if there is already a list and for some reason i missed it, thank you. :)

Which state doesn't your friend intend to live and work in? May be better to ask that state BON the question and they may just have to submit something confirming they can not sit local exam

She lives in CA at the moment, but she's planning to get her license in a different state (if there are other states that doesn't require a local license) because i heard right now in CA she has to retake some unit courses in order to qualify.

She doesn't have a particular state in mind yet, I would assume that the states which doesn't require a local license would be on top of her list though lol

We did check out some bon websites but haven't got the time to check all of them. I guess i was just hoping that someone here would know lol. Thanks anyway.
