Which State in US that does not require a license in other country to take NCLEX..?

hello, i am a us resident living in california. i am a license vocational nurse. i just graduated last april in the philippines with the degree of science in nursing (bsn). i applied for licensure at california board of nursing but unfortunately my application is pending because of the fact that i do not posses a license in the philippines. can you guys help me find a state that do not require a license in the philippines to be eligible to take the nclex..? your help will be greatly appreciated. tnx

CA requires the local license and it is not waived for those that are green card holders here.

If you are wishing to work in CA, then you are going to need to meet their requirements, and you need to check with them if they will accept endorsement if you did not have the local license. They are getting tighter and tighter with their rules now.

NM and AZ do not require it at present, but they require the CES from CGFNS.
