    Short answer -- the "C" means Certified. Which indicates that there is a state-approved curriculum and process in place. OP should start with an investigation of those rules and regs. I would imagine it is possible to deliver didactic content online, but this assumption should be carefully tested with consideration of the participant demographics to see if it's even do-able. Online education requires discipline and a set of core skills as well as reliable technology - which participants may not have.
