is there a state that does not require u to be an RN in your home country and can still qualify for nclex and petitions?THANKS

There are some.
But may I just ask your purpose?
Coz even if you become a licensed nurse in the US, and be eligible for petition (not necessarily be approved), how can you get an experience to back up your application? I believe you already know the retrogression issue.

Your best bet is to be safe and take your local exam in your home country and gain some experience. Good Luck

I hope I'm explaining this clearly, in order to practice as a nurse in the us you must take and pass the NCLEX-RN or NCLEX-PN. There isn't a NCLEX-BSN. RN's are either ADN, BSN, MSN, or PhD graduates. So after you successfully pass the exam then you may practice as a Registered nurse or Vocational Nurse/Practical Nurse. All the BSN is a level of education that you posess. When you work on the floor as a staff nurse you're not refered to as the BSN, but you can be referred to as a BSN graduate. I hope I answered your question because I'm having a hard time trying to understand what it is that you're asking.

Best thing to do is too look through the list of state BON's from A to W, check their websites and find the ones that do not require a license from the foreign nurse's country of origin. I started my own search and went from Alabama to District of Columbia and it looks like Arizona and Colorado do not require a license from your country of origin. Why don't you do the rest of the homework and search from Florida to Wyoming.

Nevada,
New Mexico,
New York
They do not require a license from home country either.
