how true

i have a friend who is a registered nurse in our country. she is hep b carrier. she really wants to work in usa but her being a carrier stops her from taking nclex or english exams. once, she attended a review class, someone mentioned that one cant work in america if one is a hep b carrier.how true is this? pls. share if you have any information.
