I think it's an infant who requires low stimulation. Babies are born with an immature nervous system. Some infants are not able to tolerate a lot of stimulation like loud noises, bright lights, etc. These infants are placed on a Minimal Stimulation Protocol to help limit unnecessary stimulation. This is especially true for premature infants because they are intolerant of being overstimulated since they should still be in the mother's womb. With too much stimulation you may notice a drop in oxygen levels or a drop, rapid rise in heart rate or changes in breathing pattern.

babies born to addicted mothers are also prone to over stimulation.
