I would like to know if I have just completed all requirements for the RN program and have been permitted to participate in graduation. All debts to the school have been paid in full why is the school allowed not to let you sit for boards because they want you to pass an exit exam? Can they actually keep you from taking the NCLEX legally

Well the school has to send all of your transcripts to Pearson Vue for them to issue your ATT. If the exit exam is the requirement for completion of the program, I doubt there's anything you can do about it.

Per your school, you have not completed all the requirements of your school until you take your exit exam. That's very common.

Yes ...but I know a girl who failed her exit exam three times and was allowed to sit for boards as an exception to the rule. She passed NCLEX on the first try.
Play nice and work towards a solution. It's in your own best interest as they hold all the cards.
