Dear Suzanne4,
i got a letter from nursing board of CA which requested for a copy of local license. i'm a citizen of U.S and just graduated last year abroad. so i don't have local license,how can i explain to the board?

Are you able to sit the NLE? If so they you may have no choice but to do so. Ca have had this requirements of r over 12 months and we have seen them be very strict with it. If you are not allowed to sit NLE then you need to get a letter from PRC stating so

Thank you for posting that you got this letter. This is what we keep posting that it is now a requirement to have passed the NLE.
Since you are a US citizen, and not a dual citizen, then you just need to get a letter sent from the PRC that you are exempt from writing this exam. The BRN will accept this. They are unable to accept just a letter from you any longer. It has to be direct from the PRC.
For others that are reading here:
If you hold dual citizenship, then you are not exempt from the NLE. And if you are a green card holder, you are not exempt either since you still are under a passport from the Philippines.
It does not matter what someone did or did not do in the past, this is what is happening now and the state of CA is enforcing it.

Where did you attend school? Sorry for assuming that it was in the Philippines. I also can assume that it was not in China.
CA has gotten very strict on this requirement of the local license, meaning one where you have trained. Unless the country does not permit a foreign nurse to even write the exam there, you are going to be required to do so. Does not matter if a US citizen.
The NLE is the local license of the Philippines for nursing.
PRC is their licensing board.
