The OP is probably referring getting denied from taking the NCLEX-RN in CA due to the concurrency issue that has affected and stranded well over 7,500 students from the Phils.
Mind you, that this ruling from 1987 and other minimum educational requirements does also affect many other students and nurses coming in from other countries as well: Canada, UK, AU, NZ, many European countries, Russia, India, etc.
Until those deficient courses are re-taken again, they will not be approved in the state of CA and there are others states as well.
More wealth of information can be found under the "World' section then under the "Nurse Registration" tab.

These are states having concerns over concurrent theory and practicum:
Alabama
Arizona
California
Georgia
Illinois
Kansas
Louisiana
Maryland
north Dakota
Oklahoma
Vermont
Virginia
Washington
Other states are following suit for they are finding in this nursing program BOON that there are issues with the quality of the education.
