Employers will only accept an original ssn, so to answer your question,employers or licensing boards do have the right to ask for the card.

Hello Kabayan. There is such a thing "SSN not valid to work". Not valid to work is stamped on the card. So you are working with an SSN not valid to work? Did you personally apply for SSN in the office? They mail you the SSN card in 4-6 wks.
