Im a graduate from Philippines last april 2013. I am now a resident in Texas (a compact state). am i qualified to apply NCLEX in another compact state such as Virginia?

each state has their own requirements and compact license doesn't come into play until a license has been issued. For initial license regardless on state you have to start from the beginning

If you are a legal resident with a permanent address in TX you could be issued a multi-state compact license
If you have a compact license or have permanent residence in a compact state you would not be permitted to apply for a nursing license in another compact state unless you changed your state of permanent residence.
Therefore short answer is NO as a legal resident of Texas you CANNOT apply/be issued a license in another compact state unless you change your state of permanent residence.
Your application to VA BoN would be rejected as soon as they see you are a TX resident.

If you are currently licensed in Virginia, as well as another compact state, and the other compact state is your primary state of residence, your Virginia license will not be valid after January 1, 2005. Please destroy your Virginia nursing license as of January 1, 2005. If you are currently licensed in Virginia and your primary state of residence is another compact state in which you are not currently licensed, you will need to apply for licensure in your primary state of residence (home state). Your Virginia license will not be valid after January 1, 2005. Licensure in your primary state of residence (compact state) will allow you to practice in Virginia.

i graduated in the Philippines and we used American Textbooks. I heard that English Proficency exam is a requirement before taking NCLEX. Am I exempted to take the English Proficiency Exam?

Depends on the individual state -- some do, some don't. Check with the specific BON.

That is up to the state because we have had USC that have had to take English exams because their schooling was done overseas
