Originally the program started out where only those who were employed with a partner could apply. Now anyone can apply but those who are partnered get first dibs on the spots.

Yea, they don't stress how hard it is to get in without being partnered. They only took 15 non-partnered applicants for Fall 2011. That's why I am currently looking for a job at one of the partner hospitals in Ft Worth.
