if i get approval of I140 before retrogression occurs does it mean i will not be affected?

hi silverdragon102. i did asked if they filled my I-140 they just said they will send my file in US and the international recruitment team will contact me.

i passed the nclex-rn exam last april 2007 and hospital in US petitioned me.i asked my agency the status of my application they said they will send my papers next week.they were saying retrogression will start again this october is there a possibility if retrogression will start this october i will be affected?there target 12-18 months post nclex thats what my agency told me.
