Priority date & retrogression

Hello,

In the Visa Bulletin website, for April 2015 it's posted that the priority date for employment-based 3rd preference was 01OCT2014. However, for the May 2015 it's 01JUL2007. My priority date is July 2009.

Does this mean it's retrogression again?

Does this mean that I can't continue with my immigration process?

Yes. And yes, unless you complete the process before 28 April 2015. The date was pushed forward to fulfill the quotas as so many petitions were dropped due to retrogression. Once the interest was high they retrogressed based on appointments made. Anyone current for April must submit all required documentation and be cleared by the embassy before April 28, 2015.

The 2016 H1B quota was fulfilled in 5 days the first week of April.

So, in order to complete the process that would mean that I would have to finish my interview before May 2015 right?

If I can't do that, then would you know what would happen to the Immigrant Visa Application Processing Fee that I paid as well as the documents that I submitted? Would NVC keep hold of them on record or will I start over again once my priority date becomes current again?
