I have several questions I'm working on starting my first assignment. The recruiter quoted me a weekly pay after taxes and I asked him to send me details of the pay package via email like a week ago. He hasn't sent it yet, I interviewed with the facility a few days ago but still no breakdown of the pay, does this come after I accept the offer?

No, obviously you have to have a full explanation before you accept or sign a contract. Did the facility say that they want you?

Are you talking to another company? I would get them on the phone. If your recruiter hasn't worked on getting you the details, sorry, but he's slacking. Before you accept an offer you deserve full details of the pay package, benefits, and any applicable bonuses. This way you can negotiate.

If it's really been a week, I'd probably send an email saying since you haven't heard back, you'll be moving forward with another offer (get that other company on the phone first). You can then either leave it at that, or see if it lights a fire under their butts. Even as a first time traveler, you have other options.

When is the proposed start date? I agree with BD-RN about working with other agencies. You never know when a plan will go sour and your recruiter does not appear to be a find.

@NedRN the facility said the scheduling coordinator would call me back Monday to let me know since it's the holiday season. I talked to the recruiter again earlier and asked about the pay package he told me weekly pay after taxes once again and said he would call me back Monday once I spoke with facility. Also the facility has a ratio of 1:7 at times. I just want to make sure this is a right fit before I sign a contract

Weekly pay after taxes (he has your W-4?) is rather ambiguous. Includes overtime, travel, per diem, and housing? Who knows. Nice to have some real figures to play with.

When I ask for exact package details I usually give them 2 days grace period before I insist. Of course I could interview during this time but I won't accept a contract without exact package details in writing.
