As a New Zealand RN, must I have a annual practising certificate to practice within the states (annnula Prac cert, is not equlivant to registration.).
NZ info says i dont, but i have heard that i do???

Not sure what you question means. If you're asking whether you must be currently licensed in your home country in order to gain a US license, the answer is no.

US Government does not require a local license, they require a completed set of transcripts that are equivalent to the requirements of a US trained RN.

If you read the sticky at the top of this page titled Primer to working in the US it will give you information on how to go about the USA. Which country are you looking at as they each have their own requirements?
