Could anyone tell me what the NEONI test is? I start my clinicals at the end of the month and I received an email from my instructor telling me I have to take this test and that I get one chance to pass it at a 90%.

This appears to be specific to Ohio, more specifically Northeast Ohio..... and your school. You need to check with your school. I moved this to Ohio nursing programs for better response.
NEONI Works to Grow the Northeast Ohio Healthcare WorkforceNEONI works to develop, implement and sustain healthcare workforce collaboratives that empower, strengthen and grow the Northeast Ohio healthcare workforce. In 2000, when it became apparent there was something different about the looming healthcare workforce shortage than shortages in the past, The Center for Health Affairs, the leading advocate for Northeast Ohio hospitals, formed its workforce initiative, NEONI. The intent of NEONI is to create and sustain a strong professional healthcare workforce in Northeast Ohio by attracting individuals to the profession, facilitating education and increasing public understanding of the healthcare workforce shortage across the region. Today, NEONI’s membership, including 200+ professional nurses representing 74 organizations in 12 Northeast Ohio counties, is a collaboration of hospitals, long-term care facilities, home health organizations, schools of nursing, professional nursing associations and individuals interested in the future of the Northeast Ohio healthcare workforce. NEONI’s strength lies in its ability to bring nursing leaders, clinical agencies, educators and organizations together to address and seek solutions for healthcare workforce issues in Northeast Ohio. Because of the size and commitment from its stakeholder group, The Center for Health Affairs workforce initiative, NEONI, has been able to make a considerable impact on the recruitment of nurses and allied health professionals in Northeast Ohio.

I'm entering my last semester at LCCC, welcome! :)
NEONI is a fairly basic test. Print out the packet. It used to be we had to do it yearly, but they're making us repeat it again this semester, so it seems it's starting to go semesterly.
Good luck with the program! :)
