We have a local needle exchange program which seems to work very well...and we don't have many runaway needles.

I don't see the direct correlation between the needle exchange program and loose needles. These needles would be left out no matter if the program exists or not. The users get too high to realize that they lost their needle, or the needle gets too dull to use anymore so they toss it, or it could be they see authorities and toss their paraphernalia.

If anything the programs help to minimize dirty needles found outside because the users are more likely to save these needles.

There is a needle exchange program in my area too ... I have no idea what percentage of equipment given out is returned/exchanged. You have to remember, though ... this is about people who are addicted to a substance. If, on a good day, it is convenient for them to utilize the exchange, then possibly they'll do so. But getting the substance, by whatever means becomes necessary, is always the goal. And the substance by its very nature is a hindrance to clear thinking, planning & goal-setting.

You can't think about this as a convenience, like planning your weekly grocery shopping.
