Hi, i am a filipino who passed nclex-rn last 2009 and currently resides in california. My question is can i get the rn license using ITIN? for the sole purpose of getting to post graduate school.

If you meet ITIN requirements and have to pay taxes then you should be able to get a number
I dont see any reason why i cant get an ITIN, my main concern is can i use it instead of ssn to claim my rn license, as of now i have no plans working as an rn in regards of my inmigration status. I just want to be able to go to post graduate course

Only those needing to file a tax return are eligible for an ITIN
ITINs are for federal tax reporting only, and are not intended to serve any other purpose. IRS issues ITINs to help individuals comply with the U.S. tax laws, and to provide a means to efficiently process and account for tax returns and payments for those not eligible for Social Security Numbers (SSNs).
You won't be issued an ITIN just to get a license
