There have been passes and fails at minimum questions, maximum questions, and every number of questions in between. About the only thing you can deduce if the system shuts off at the minimum number of questions is you either were sufficiently above or below passing standard for the entire time that the computer doesn't have to continue the exam past that point. Beyond that... you're within a range where either pass or fail is possible (you could be above or below passing but not clearly above or below) so it must ask more questions to determine pass/fail and it will go until it determines pass/fail according to the rules it was given.
You do your best on that day and time. If you pass at the minimum or maximum, you still get the same license. The number of questions you get really doesn't matter as much with an exam of this type as it might with "regular" exams.
