Moved to the International forum. Ca will not issue a license without a SSN and that you will not get until in the US on a valid work permit. From sitting the exam you have 3 years to submit and with retrogression you are looking at a lot longer. After 3 years they may on a letter from you extend for 12 months otherwise your file is deleted as is your NCLEX results. Once you have a license you have to maintain it and keep it active. If it becomes inactive and many years have passed since you last nursed thhe BRN may require you to go on a refresher course and may require you to sit the exam again

As mentioned above, the letter that you receive expires after three years, that is why we never recommend CA for initial licensure as one will have to go thru another state before the letter expires to keep their results from the NCLEX exam alive.
Otherwise, the file is destroyed after the three years and that is where the results of the exam are.
Much has already been written on this topic here, please just take the time to do some reading.
